Starting July 8, 2026, the U.S. Consumer Product Safety Commission (CPSC) will require importers of certain consumer products to electronically submit compliance certificate information when goods enter the United States. If your products are subject to CPSC regulations, you'll need to ensure your compliance information is ready before this deadline.
Who Is Affected?
You may be affected by this requirement if you import products that require either a:
- General Certificate of Conformity (GCC)
- Children's Product Certificate (CPC)
Common examples include:
- Toys
- Children's products
- Furniture
- Consumer electronics
- Products containing button cell or coin batteries
- Household goods subject to CPSC regulations
If your product currently requires a GCC or CPC, it will likely be subject to the new eFiling requirements.
What is Changing?
Previously, importers only needed to provide compliance certificates when requested.
Beginning July 8, 2026, compliance certificate data must be submitted electronically at the time of import through U.S. Customs and Border Protection (CBP) systems.
Failure to provide the required information may result in:
- Customs clearance delays
- Requests for additional documentation
- Shipment holds
- Increased inspections
What you need to do before July 8
Step 1: Register for the CPSC Product Registry
The CPSC Product Registry allows businesses to create and store product compliance records that can later be referenced during customs entry filing.
Register your producst/business here: https://efiling.saferproducts.gov/efiling/
We strongly recommend completing your registration before July 8, 2026.
Step 2: Gather Your Product Compliance Information
Before creating product records, have the following information available:
Product Information
- Product Name
- SKU
- UPC or GTIN
- Model Number
Manufacturer Information
- Manufacturer Name
- Manufacturing Location
- Manufacturing Date
Compliance Information
- GCC or CPC Certificate
- Applicable CPSC Regulations
- Testing Date
- Testing Laboratory Information
- Compliance Record Keeper Contact Information
The CPSC requires importers to maintain accurate testing and certification information for regulated products.
Step 3: Update Your Product Catalogue in ShipSavvy
